His major teaching and research interests are Canadian national and provincial politics, public policy and public administration. Professor Tupper has published extensively on these topics as well as on post secondary education policy. Between 1998 and 2004, he was Editor of Canadian Public Administration and was president of the Canadian Association of Programs in Public Policy and Public Administration from 2009 to 2012.
Allan has been actively involved in public policy development. He co-chaired of the Advisory Committee on National Affairs to Hon. Ralph Klein, the former Premier of Alberta. He also chaired a review of Alberta’s conflicts of interest legislation that called for major changes. In 2006, he was a member of the Triple R (Roles, Responsibilities and Relationships) Review Committee that examined governance in the City of Vancouver.
He has served on the boards of the Canadian Political Science Association and the Institute of Public Administration of Canada. In 2006, he was awarded the Lt. Governor’s Medal for Excellence in Public Administration. In 2010, Dr. Tupper was awarded the Pierre de Celles award for outstanding contributions to teaching public management. He is a frequent commentator on regional and national media.
