President and CEO, Northern Policy Institute

Charles Cirtwill is the founding President and CEO of the Northern Policy Institute. Cirtwill joined NPI in September 2013 after twelve years with the Atlantic Institute for Market Studies. According to Cirtwill, at one time or another he has done nearly every job at a think tank. He began at AIMS as an external author, joined the staff in 2001 and proceeded to move from responsibility for development and communications, to managing all operations, to Vice President and, ultimately, President.

Cirtwill’s published works focus on government structure and organization, business-government relations, inter-governmental relations, performance measurement and accountability. At public talks across Canada and the U.S., he has spoken on the role of think tanks in society, the appropriate assessment of government activities, and the use of school performance data to improve classroom practice and fully engage all education stakeholders.

Cirtwill has worked in the public, private and not-for-profit sectors as a program manager, policy analyst, senior administrator, consultant and entrepreneur. He is married with four children and resides in Thunder Bay, Ontario
